Netflix announced yesterday that it will be launching a new streaming service that offers customers a fixed monthly fee for accessing their DVD library via video streaming.

Netflix already offers streaming video to customers who have any monthly subscription to their mail-in DVD rental program but is hoping to cash in on the consumers who wish to have that option only for a reduced price.
