HC Encoder Update

A new version of the HC Encoder was released by Hank315. HC is an extremely high quality MPEG-2 encoder capable of delivering exceptional quality video encodes with full DVD compliance. Use it with DVD Rebuilder to get the best quality DVD backups available, or encode other video material to the DVD format.
HC Encoder v0.18 changes:
- Updated encoding engine
- Added pulldown 23.976fps --> 29.97fps
- Added adaptive matrix
- GUI bug fixes
