No help file, no info. Probably malware.

This software, like all the software hosted on this site, has been scanned for viruses and trojans. This particular software is a Win32 command line based software, which means you must run it within the command line prompt (Start -> Run -> type "cmd")

And it's not malware either, so no spyware or adware or anything that installs silently. If you do not use the command line prompt to run this executable, it will only pop up quickly and then close down, which is the normal behaviour or command line prompt programs.
