HC Encoder Version 0.19 Released

The new version has less blockyness and improved image quality. Needless to say, HC Encoder is a must have and a great combination with DVD-RB.
What's new in v0.19:
- supports latest DGDecode/DGIndex (fileversion 13)
- some tweaks to improve fades and reduce blockyness
- more RD optimization (only for best profile)
- improved autogop function
- minor GUI changes
- as usual some bug fixes
